Furthermore, it removes community from the menu and is extremely unwelcoming. Limiting and controlling the voice of the people creates a limited and controlled community. Involvement programs emphasize the participation of citizens in governance, community initiatives to promote transparency, accountability, and collaboration between government and the public.
Monitoring shows the successes and directs us to areas of improvement.

Involving a diversified individuals in the process and tracking the individuals, the type of involvement, and the unique individuals count is a performance metrics. Citizens of the metes and bounds is critical. If you welcome and count non-residents then the program is unbalanced. Special interests should be monitored.

“Citizen Petitions
Article II, Section 17 of the Flagstaff City Charter currently allows, any citizen of the City to submit a written petition to the City Manager, signed by a minimum of 25 citizens from the City of Flagstaff in a form prescribed by ordinance, who shall present it to the Council at its next regular meeting; such petition shall be acted upon by the Council, in the regular course of business, within thirty-one (31) days after such presentation.
Chapter 1 to 12 of the Flagstaff City Code formalizes the information to be required and the following petition has been created based on that said information.
To submit a petition as outlined above, please complete the following petition form and submit it to the City Manager’s Office in person or by postal delivery. The City Manager’s Office will date stamp the original and return a copy to the petitioner. Petitions will be placed under Section 17, Future Agenda Item Request (F.A.I.R.), of the Council’s Regular Council Meeting Agenda to determine if there is Council interest in placing the item on a future agenda for consideration. Failure to give such direction shall constitute “action” for purposes of this section [Rules of Procedure 11.05].”
